Building Safe, Caring and Inclusive Schools and Communities for Aboriginal Children and Youth
Creating a Community-Based Model for Positive Social Development

This research plan outlines the evaluation process that is underway. Broadview Applied Research group Inc. is administering an independent 3rd party evaluation of the SACSC Building Safe, Caring and Inclusive Schools and Communities for Aboriginal Children and Youth project. The final evaluation report will be completed August 2006.

Executive Summary

SECTION ONE:
The first section presents a brief summary of the program as described in the proposal for funding and in other documents provided to the consulting team. Goals and anticipated outcomes identified for this project are described in Section One.

SECTION TWO:
Section Two provides a background to approaches to models or theories of change. The Theory of Change approach for this project is described and includes the structure, functions and procedures to attain the intended goals. A selective review of empirical research is contained in this section, focusing on literature which summarizes and/or synthesizes the research literature in these areas. Particular attention has been paid to literature that addresses specifically the activities that constitute the SACSC program model

SECTION THREE:
A comprehensive evaluation plan is proposed for this project. It describes the input, activity and output (process) and outcome variables to be examined in the evaluation.

SECTION FOUR:
The final section contains a proposed work plan and budget for completing the evaluation as described. References are included.
